Turns out, the broadbrand router TP-Link C1200 provided by TPG 2 years ago has got "Qos" setting enabled which limited upload speed to 1Mbps, after changing to 50Mpbs, now I can achieve 18Mps upload!  All these years I've been throttled by this router at my home!   I hope it's not a typical setup by TPG for other customers. ...
