Get online support

I think my modem/account has been hacked.

I have had multiple accounts hacked the last few days eg email, banking, social media, and it has said it's someone on "my network".
Now my modem is stuck in a loop and will not restart/connect at all.
I can't access the modem setting online as there is no internet.
I have no idea what to do!!
