no service / pgp verification failure?

My phone service has been dropping out for the past couple days for no apparent reason. Sometimes it will not even try to connect, it will just tell me that there was a PGP failure or something and not work. Even when it doesn't tell me this I regularly get no service for no reason, as I'm in the middle of Perth, I've tried restarting and checking the network outage pages but nothing works and all my calls fail
