Can't access online account from overseas

I'm trying to update the card used for billing from overseas and can't get in to access my account from a web browser, after entering my logon details it directs me to a page with the below

Error 403 - Forbidden
F5 site: sg3-sin

 

Similar message using the mobile app. I'm able to login after receiving a code on my mobile, but after trying to edit Payment Details i get a similar message to the one above.

 

And... trying to "Get Online Help" via the mobile app sends me into an endless loop of logging back into the mobile app.

 

Is there any other way to get in contact with support staff? Calling from overseas and being stuck on hold for ages is prohibitively expensive
