How to cancel my service

My service has never been the speed that I'm paying for, it's constantly dropping out, every time I speak to support I get told I'll be contacted in a few days and I just have the same conversations over and over. Nobody has actually come out to check or fix anything and I get differing information from each person who calls me. I want out.
