Internet speed slow

Dear whom it may concern,
My internet connection is extremely slow. All the lights on the modem are on but I cannot browse the internet properly or watch Netflix. I have switched the modem on and off but the connection is still not working. I am not sure if this an account issue as I have cancelled my current card.
