Over charging

I have not had service from you since 1st October and yet I have been charged on 8th October then on November 8th you tried to take payment again. I cancelled that one and emailed and today you have tried to take a payment from me for a partial month of November even though you had a payment for October when you weren't providing service! I was expecting a refund not extra charge!
