No ABN connection

I have tried several times to connect. It's not working. Tried get help from your chat support. Really frustrating. Every time they say will try to connect you to a service manager and waited for nearly two hours every time. No help. Could someone assist me. May be your NBN device sent to me is faulty.
I connect the NBN device and modem as per the instructions. Only first two lights (power light and light next to it come up on the NCD. Other two lights are off.  So your chat support say it is connection issue . Can someone call me or fix this please.
