Startrack return modem without even attempting delivery

Startrack finally text me saying modem has been returned to TPG without even attempting delivery. Sent on June 25 and online tracking says delivered June 26th. On 29th told me modem returned to TPG. TPG confirmed the return and try to charges me another $10 for re-dispatch ? I don’t really understand the practice of both Startrack and TPG.
