TPG effectively cuts off limited data plan customers when data limit exceeded

TPG has a couple of "low cost" NBN plans which have a monthly data limit of 40GB and 100GB respectively. These are really handy for low income customers who simply can't afford higher cost plans. The low cost plans provide essential connectivity like a browser and emails.

When the data limit is exceeded, the NBN connection is shaped to 32Kb/s, which is totally unusable. Nothing works except low-level TCP/IP utilities.

If you no longer have basic functionality (browser/email) your NBN internet connection is effectively cut off.

TPG needs to review and update their connection speed shaping policy so that customers retain at least minimal functionality.

I want to stress that I fully understand TPG's shaping policy. Having looked at pricing etc from NBN Co, the low cost plans are almost a public service. BUT TPG really do leave the customers with nothing for the rest of billing period if they exceed the data limit. 

That needs to be reviewed.
