TPG have changed my upload speed

I got an email from TPG saying that my upload speed on my plan is changing from 40MBPS to 20MBPS.  

How can they change the plan that I signed up for? 

I thought I had a contract with the speeds specified.

I got the same email today and it's extremely disappointing... we can opt to keep the same upload speed for an extra $10 p/m.. not happy. I'm not sure what to do yet, switch ISP possibly.
