Temporary speed boost not working. Same download speed but slower upload speed

I received e-mail from TPG and it said I will get temporary speed boost from 6th April.

 

I'm curently on NBN 100 service. My upload speed has been slowed as TPG metnioned from 40 to 25mbps but my download speed is still stuck at 100 (no change at all). If I don't get download speed boost, definetely don't want to sacrifice my upload speed for nothing.
