slow upload speed

I'm on the NBN Broadband 50 plan, and after conducting multiple speed tests, the best I've seen is 0.89 mbit.  This is less than 5% of the advertised maximum speed (20 mbit).  This is with my PC connected directly to the TPG supplied modem with an ethernet patch lead.  Can this speed be improved?  Thank you.
