DNS blocked when Tethering via TPG Mobile

When tethering any devices from my Nokia 8 using TPG Mobile service, I am unable to use the internet. I.e. all dns lookups return 'query refused'. 

I've tried tethering with an alternate provider in the same phone and it works. I've also tried tethering different devices to the Nokia 8 and all fail. Lastly, I've tried restarting the phone. The issues persists in all of these scenarios.

Can someone please advise if this is a feature by design or a bug and if it is a bug what I should do to resolve it?
