TPG NBN & home phone bundle: "Invalid carrier access code" for some local numbers

I have a TPG NBN with home phone bundle plan.

I found that I can't get through to all local numbers with my home phone.

One number I can't get through is +61 3 xxxxxxxxx. If I dail it I get an error:

"You have dialled an invalid carrier access code, please dial again."

Having said that I can dial other local numbers no problem.

I have also confirmed that the number +61 3 xxxxxxxxxcan be accessed using my mobile phone.

Why? What is wrong with my tpg home phone account?
