Connection activation

It’s been a couple of days( 8 days approx) I have received the modem and the NCD box.i have done the connection as mentioned over the guidelines but still I am able to see only the power light in the NCD box and no other lights it just keeps flashing as a result of which I am unable to go online.What is the solution to this issue
