FTTC NCD not connecting

I have a NCD that won’t connect, link & DSL light constantly flash, a NBN technician called on Monday night and after running tests to no avail explained TPG can request a Saturday appointment to rectify.
TPG have now twice booked appointments at different times and each time I call give me a different answer.
Can someone please arrange for a Saturday appointment.
