Hi, I've lost access to my home phone since the NBN was installed yesterday. It's like the phone is engaged all the time when I try. I've turned it off at the wall and still no joy
I also can't call out on my mobile, call can come in and I can send sms, but can't call out. All are with TPG

From what I can tell, your homephone should be working at this point. Unlike with ADSL service where you connect the handset to a phonesocket, with NBN-HFC service, you need to plug the phone device the phone1 port at the back of the modem.
Let me know how it goes once you connect the handset to the modem.
