NBN connection validation

Why doesn't NBN validate a NBN connection before dispatching the NBN equipment and sending the initial message?

I already found multiple houses on the street with same issue and technician will further delay the installation by 2 weeks.

It gets very disturbing because of lack of coordination and planning. To add to the woes, there is always a long waiting for support chat and calls.
