$20 prepaid SIM

I’m an existing TPG broadband customer & purchased a $20 prepaid SIM. I have been charged $40 before receiving the SIM.
When signing up, there was no information on being charged for 2 months worth of a no lock in contract plan. Why am I charged $40?
