Activate international roaming while overseas

Hi,

I need to activate roaming while overseas as my SIM card is not working. 

I found the advice to send a private message to someone but there is no one to send a message here.

Who should I send the message to?

I can't find any of the moderators with an option to send a PM

Why is there no email address to communicate with technical support?

Why did no one warn me to activate anything before leaving Australia?

Why is this so ridiculously complicated?
