New sim card SOS

I just bought my simcard, and I just received it. I want to activate but the signal don't have. SOS only.
How to solve it?
I already turned on and off so many times, I change with sim 1 to sim 2 still same. But my other provider can works
I on off flight mode also still sos only please help me. My number 87897819
