Phone sim activation, fraud.

My original plan was with TPG, I requested a SIM of greater capacity, paid for it, arrived by mail, and was instructed to phone TPG. My original SIM was lost after being O/S and using random providers in Europe. Came home, rang TPG and they advised that the can only send me an SMS to activate my phone, I asked how can they do that if my phone isn't active?? ... using a friend's phone, they wanted to know the owners personel details before sending an SMS. I said no, can't they email, service guy said no. Still no activation. Thanks a lot TPG.
