Suddenly can't send SMS, can receive and make calls

This morning neither my wife or I can send outgoing SMS (two services on same account). We can both receive SMS and MMS, and make and receive calls.

I have reset phones, reseated Sim card, cleared all cache and data from SMS apps, etc etc
