Data Roaming IN Malaysia

I tried TPG data roaming in Johore on 20/07/19.  It was not working in

shopping malls like KSL n City Square. Even in streets level selective reception. Any reasons?

Please understand that though TPG AU & TPG SG are under the same umbrella, TPG AU is still operating independently as a separate entity and has a different data base from TPG SG.
