Cancelled a Mobile Number - Got a new Mobile Number - Still billed for old number

I cancelled a mobile number after repeated harrassing phone calls. I requested a new number, and a new sim card was sent and activated. The old number still has not been deactivated, as messagebank still is active.And I am still being billed for the old number after being told by support that the $19.99 monthly overcharge in the month I requested it's cancellation would be recredited to my account (the new number's monthly charge is $10 for 6 months). It's the second month in a row that the $19.99 has been billed for the old (should have been cancelled old number).

 

How can I get the $19.99 x 2 refunded please?
