Cannot send to any hotmail addresses

Have been unable to send emails to any hotmail addresses for over a week. Example returned mail message below:

Final-Recipient: RFC822; xxxxx@hotmail.com
Action: failed
Status: 5.7.1
Diagnostic-Code: SMTP; 550 5.7.1 Unfortunately, messages from [203.12.160.131] weren't sent. Please contact your Internet service provider since part of their network is on our block list (S3150). You can also refer your provider to http://mail.live.com/mail/troubleshooting.aspx#errors. [HE1EUR04FT044.eop-eur04.prod.protection.outlook.com]
Last-Attempt-Date: Thu, 10 Jun 2021 09:55:26 +1000

 

The listed ip address on the block list belongs to TPG. I emailed helpdesk@tpg.com.au a couple of times, no response.

Why is hotmail blocking TPG mail?
