Mobile prepayments charged even though not in use

I am currently overseas and have been for months, I have my SIM card with me and is not in the phone.
I received an email yesterday saying my account had fallen below the payment limit and is being topped up even though I am not using the phone. Just received another email saying it has dropped below the 50% prepayment again, so looked online and there appears to be a glitch with voicemail, which is disabled and has not been used for years, I am being charged 15c multiple times per day.
I just checked the dashboard and voicemail is not active and there are no diverts.
Please can I pm someone my details so you can look into this?
