Trasfer my account to a friend.

Hi I am a holder of TPG internet contract at the moment.

But I moved to a new home, and my friend want to continue using this TPG internet as he will live the address where I lived. 

How could I transfter this account and billing to him?

please let me know the method. Thanks!
