who in their right mind bars mobile calls

without warning??

NBN outage, no mobile network. I call tech support, they go check my mobile internet, drop my call and now my outgoing calls are barred. When i check my account online (during spotty NBN outage) my calls aren't barred, yet I can't make a single phone call. Tech support never called me back when they dropped my call either. Now how am I supposed to reach out to tech support if when calls are barred you can't even call them.
