Archer VVR1600v modem continuously rebooting

My TPG modem, TP Link Archer Vr1600 is rebooting every two minutes.
It does this when either connected or disconnected from the NBN, Wifi on or off and ethernet or WAN cables disconnected or connected.
Is this a firmware issue?
any help would be appreciated.

What troubleshooting have you tried so far?

When you said rebooting, did you notice that the power light is flashing or just stays solid, but the other lights were flashing or turned off?
