Cancellation

I applied for payment restrictions in addition to cancellation of my service, i was advised by two TPG employees that i will not get billed for this month as a result, however i have gotten billed, can this bill be waived?

 

I also want to proceed with my cancellation and have emailed the cancellation team over a week ago, still no response.
