Confusion with text messages regarding activation

Received the Internet and Broadband hardware more than a week ago and have received txt messages that I need to activate. the service. I have made numerous attempts without any success. I spoke to a tech support early this week and they told me that I wasn't connected yet. Why am I receiving txt message to activate when the service is not ready yet.?
