Since last time i did a bunch of other tests that convince me this has nothing to do with the TPG router: used my phone as a hotspot (telstra network) and couldn't connect either (timeout). had a friend do an ftp from command line and the result was also a timeout.
The IP address reports as being linked to a dozen websites, which is not unusual in virtual hosting, but it's supposed to work by making sure the IP is linked to my domain name, which is not happening. And that might actually be an Apache web server config error at the web hosting side.
Will contact them accordingly.
