Incredibly slow nbn

I only had my nbn go online today, but the speed test numbers are horrifically bad. Ping 400. Download 1mb/s and upload not much better with major fluctuations. Far from the typical evening speeds of 46mb/s promised.
Is this because it's a new connection finding it's feet, or has someone ballsed up.
