Intermittent High Latency to first address after default gateway

Hi,

 

I am experiencing an issue with intermittent high latency (~500ms usually) that seems to be caused by this connection to 10.20.26.74

 

The issue appears somewhat randomly, sometimes for long periods, sometimes just a short moment. You can see in the tracert below that the latency goes away during the short time period when the trace is running. It does seem to happen more frequently at peak times but I have noticed it at other times as well. 

 

Has anyone experienced this issue or know a potential fix for this?
