My upload speed is very slow - 0.1 Mb/s

Hi,

For the last 48 hours or so my upload speed is hovering around very small figures. I read 0.1 to 0.3 Mb/s. I have rebooted the modem to see whether it could help, unfortunately the upload speed is still extremely low.

What would be the culprit?
