Get online support
I've been away for a week and the NBN black box (Arris 8200) was turned off with the modem. HFC Connection
On return i've turned everything on and the black box flashes through the lights one at a time, turn solid until the online light flashes 4x longer then they all start again. The Arris user Manual says flashing online on startup is IP Registration Unsuccessful but i'm not sure how to fix this.
Unfortunately i spent 40 minutes on hold to TPG Support until their closing time.
I've tried longer power offs, pulled all cables at all ends to check and reconnect. No changes.

It did this for about 4 hours before it suddenly worked.
