NBN speed drop every evening and early morning.

I'm on FTTP NBN50 plan. Normally my speed is around 45mbps but every evening from around 5pm and every morning, again from about 5am, my speed drops to 0.1mbps. I do a hard reset of my modem, and for a a while I'll be back up to 45mbps. Is this a lack of bandwidth on TPG side, or NBN overloaded? After more than a decade with TPG, I'm now seriously considering moving to another provider. If it is NBN overload, I might be better off going Starlink then. Any suggestions?
