NBN100 slower than expected

I am on the NBN100 plan but my download speed is a lot less than what I expected.  Last night, I did a speed test at 7:30pm and I was getting 51mbps instead of 85 mbps.  Today I just did another speed test and I am getting 45.1 mbps download and 37.9 mbps upload.  Can you please tell me why my download speed is so slow?
