Do you have the old router you can reconnect and compare?
Are you doing the test on a computer connected by cable?
Logon to the router and find the connection stats. It will show the physical connection speed on the phone line to the exchange. Look on ADSL2+ coverage map on TPG home page for the speed you should get.
Check the filter/splitter is right way around.
Is there any crackling on the telephone?
