My upload speed is currently 0.1Mb/s. I should be getting 0.8 Mb/s. It doesn't matter what time day or night I attempt to upload small files, it does not work and my upload speed does not go much above the current upload speed. 0.8 Mb/s would be fine, but I am not getting anywhere near that.
