Using tpg data on Hwa Wei usb mobile broadband dongle

Hi, I just bought a mobile broadband Hwa Wei Usb broadband dongle to use with my tpg SIM card but it does not work. Why? However, when I use another sim card of mine that's with M1, it works. Please advise. Can I use the tpg SIM card on Hwa Wei usb data dongle? If not, why?
