Variable internet speed

My internet speed is highly variable.  In the morning between 17 - 21 Mbps and then dropping down to as low as 1.5Mbps later in the day.  I  response to advice from BasiI have relocated my wireless modem router from a North facing windo to a south facing windom and the result is the same.
