But my upload speed remains at 0.71 and my download speed remains at 10.7

I was able to find your service from your username. From what I can see your current plan is the NBN12. The speeds you are getting are within specs for a NBN12 plan. Have you submitted a recent plan change to upgrade to a faster plan?
