Very slow wireless broadband !!

I live in Thornbury Melbourne. For the past 1 months the wireless broadband has been very slow. Today it was exceptionally slow. I ran the speed test about 15 minutes ago and it was only 0.4 mbs download. I went through all the tests with the TPG technition and there is no fault. He said that the problem might be with the tower in the area. Are you folk able to rectify that in some way?
