Why am I speed limited when my usage is NOT over 10 GB?

My TPG internet service has been speed limited but I am NOT over the 10 GB allowance.
So why am I speed limited?

NOTE:
I can only say it's speed limited because most websites stall or time out before properly displaying. Only a few mainly-text websites display at all, such as the Bureau of Meteorology Melbourne Forecast, and they are noticeably slow to fill the screen. In particular, I CANNOT run the TPG speed test at http://tpg.speedtestcustom.com/
Also I cannot access My Account to view my usage from home. When I went to my friend's place and logged in to My Account to do "Check Your Account Usage", the "Download Usage" bar said "8,406.408 MB used of 10,000 MB" (at about 10pm today). So why am I speed limited?
