Why will nobody answer the phone

I called this morning to make notice of an outage in Northcote, Melbourne. The person on the phone said they will get back to me when it is up and running and it's been almost 12 hours. The internet is sketchy and nobody will answer the phone - I have tried calling around 4 times. The NBN is working, it's TPG.
