erratic conection

our internet is inconsistant i have i just up it from nbn 50 to nbn100 because i thought that was the problem. The speed fluctates for 60 mbps to under 10 in minutes, it will just cut out then comes back 20 minutes later sometimes the up loads  is .8 than it will be quicker then the dowmloads.
