unstable adsl speed

I am experiencing very unstable internet speed for almost two weeks. I've contacted  TPG twice, they sorted the problem out but it happen again.

While I was experiencing with slow internet speed, I pinged to and tested with too, the ping time is very high and download speed is under 5mbps. 

I checked my phone line and there is no noise. I power cycled the modem, sometimes it help sometime it doesn't.

Is there any solution?
